Dr. Tyrone R. Baines was inducted as a fellow of the National Academy of Public Administration (NAPA) at its annual meeting on November 16, 2006 in Washington, DC.  The Academy is an independent, non-partisan organization chartered by Congress to assist federal, state, and local governments in improving their effectiveness, efficiency and accountability. 

            Federal agencies, Congress, state and local governments, academia, and foundations frequently seek the Academy's assistance in addressing both short-term and long-term challenges-including budgeting and finance, alternative agency structures, performance measurement, human resources management, information technology, devolution of federal programs, strategic planning, and managing for results.  Its membership consists of 550 fellows who include current and former cabinet officers, members of Congress, Governors, Mayors, Diplomats, local Public Managers, Foundation Executives, Business Executives and Scholars. 

            Dr. Baines has provided distinguished service in the areas of Elected Official, University Administrator, Foundation Executive, Public Manager and Scholar.  He was elected to the Battle Creek, MI City Commission; served as Vice-Chancellor for University Relations at N.C. Central University in Durham, NC and Chairman of the Board of Trustees of St. Paul’s College in Lawrenceville, VA; served 15 years as Program Director at the W.K. Kellogg Foundation in the areas of Youth Development and Higher Education; served as a Program Manager and Consultant for many federal agencies including the Office of Economic Opportunity; Office of Personnel Management, The Central Intelligence Agency, The Department of Defense; The Environmental Protection Agency and several others. 

            He has been a professor at N.C. Central University, the University of Southern California, the University of North Carolina-Chapel Hill, Southern Illinois University, and the University of Virginia and has published scholarly articles in the areas of housing relocation, positive youth development and designing internships.

            His civic activities include former Chairman of the Battle Creek Goodwill Industries Board; former Chairman of Battle Creek YMCA Board; former Chairman of the National Resource Center for Healing Racism and numerous boards which focus on economic development and the academic achievement of African-American males.  He was a member of the National NAACP’s Brown vs. Board of Education Commission.

            Baines is a graduate of Morgan State University in Baltimore and holds the Masters of Social Work degree from the University of Pennsylvania; the Masters of Political Science and the Ph.D. in Public Administration from the University of Maryland at College Park.  He also holds a Certificate in Educational Management from The Harvard Business School.  He has been awarded three honorary doctorate degrees.  Baines has been a Woodrow Wilson fellow, an American Council on Education fellow and a W.K. Kellogg Foundation fellow.   

      Dr. Baines is a Senior Fellow and Professor of Public Administration at North Carolina Central University.
